Organized in 1988, our team brings to you over 100 years of experience in the fields of health care management, administrative experience and technological services.
Charles W. Washington provides executive level management oversight for the firm. A retired high level government executive and a Board Certified Health Executive and Diplomate of the American College of Health Care Executives, Mr. Washington has been continuously engaged in health care and business management for more than five decades.
Mr. Washington has ten years of executive management
(as CEO/Hospital Administrator) in one of the nation’s leading managed care organizations.
Mr. Washington has also served as CEO of an Army Community hospital and as an executive assistant at the Pentagon. He finished his military service in 1979 with the rank of Colonel, United States Army.

Dr. Cecil B. Harris has a wide range of experience, which includes over 50 years of health care executive management, general administration and behavior clinical psychology. He is a graduate of numerous institutions, including the University of Texas (Ph.D.); Baylor University (MHA); Trinity University (MS); and Morgan State University (BS). His military service includes commissioned service as a Colonel, in the U.S. Army Medical Department.
He has been CEO of two hospitals and president and CEO of a national managed care company, and a comprehensive behavior health specialty practice. Dr. Harris is the former Chief Psychologist of the Army, Headquarters, Department of the Army.
