We are currently a Prime Contractor on the following government contracts:

  • Clinical Acquisition and Support Services (CLASS) for the U.S. Air Force where we provide direct patient care services (Allied Health Services, Ancillary Services, Behavioral Health Services, Dental Services, Nursing Services, Primary Care Providers, Specialty Providers and Technician Services) in the treatment of military health system beneficiaries inside Military Treatment Facilities within the 50 United States and Guam.
  • Northeast Physician and Allied Health “MATO” for the Navy where we provide various Physician and Allied Health services in the Northeast Region of the United States.
  • Northeast Ancillary “MATO” for the Navy where we provide allied health, assistants, technicians and technologists services in the Northeast Region of the United States.

Our experience, in fact, requires placing, supervising and managing healthcare providers in all 50 CONUS states and over 14 locations OCONUS. Our skilled diverse and broadly distributed staff of professionals is supported by sophisticated corporate information technology, and Deltek GCS Premier accounting systems.
Our actual experience has greater depth in that the owners (current CEO and Co-Chairmen with day-to-day participation in the company) have been CEOs of seven healthcare organizations: a 1000 bed general hospital, two 500-bed community hospitals, three Kaiser Permanente facilities, and a nationwide preferred provider organization (PPO). The six hospitals all operated emergency rooms. Accordingly, WHG brings broadly experience, well rounded managerial knowledge and leadership to your contract, starting from the very top of the firm.

ABOUT THE FOUNDERS

Charles W. Washington provides executive level management oversight for the firm. A retired high level government executive and a Board Certified Health Executive and Diplomate of the American College of Health Care Executives, Mr. Washington has been continuously engaged in health care and business management for more than five decades. Mr. Washington has ten years of executive management (as CEO/Hospital Administrator) in one of the nation’s leading managed care organizations. Mr. Washington has also served as CEO of an Army Community hospital and as an executive assistant at the Pentagon. He finished his military service in 1979 with the rank of Colonel, United States Army.

Dr. Cecil B. Harris has a wide range of experience, which includes over 50 years of health care executive management, general administration and behavior clinical psychology. He is a graduate of numerous institutions, including the University of Texas (Ph.D.); Baylor University (MHA); Trinity University (MS); and Morgan State University (BS). His military service includes commissioned service as a Colonel, in the U.S. Army Medical Department. He has been CEO of two hospitals and president and CEO of a national managed care company, and a comprehensive behavior health specialty practice. Dr. Harris is the former Chief Psychologist of the Army, Headquarters, Department of the Army.

ABOUT THE MANAGEMENT TEAM

Michael R. Cotton is the President of Washington-Harris Group, Inc. He currently provides strategic leadership for WHG by working closely with the Board of Directors to establish long-range goals, strategies, plans, and policies. His professional background includes over 23 years in mortgage banking, mortgage loan servicing and information technology expertise at the Vice President level where he managed over $650 million in mortgage loans, with more than 3,000 borrowers. He has more than 20 years of federal and local government contracting management and contracting administration experience. He coordinates and harmonizes all corporate actions and contract compliance using over 40 years of experience in applying sound business principles and practices including: Organizational Development, Management Engineering, and Project Management Support.

Patricia Berneski is the Chief Finance Officer of Washington-Harris Group, Inc. and is responsible for finance, accounting, payroll activities, long range financial planning, budgeting and the overall financial stability of WHG. A CPA by training and education, she has over 28 years’ experience in executive financial management of corporations with the annual revenues exceeding $50 million. Ms. Berneski also brings over 16 years of financial management with government contracts including 10 years supervising WHG’s business operations.

WHG CORPORATE STRUCTURE

The WHG Corporate Organizational Chart outlines our logistical concept of operations. The chart presents our key components, identifies clear lines of communication and a solid chain of command showing the lines of authority and responsibilities at WHG. Upon notification of contract award, we have the ability to immediately expand our services from pre-planning to implementation. The benefit to the government is adaptation to changing requirements in a moment’s notice, thus ensuring no interruption in service because of surge demands.
Our organizational structure is equipped with well-established management procedures, which enables us to start contracts quickly. This is accomplished by promoting and facilitating collaboration among our strategic alliances (regardless of specialty area), and ensuring qualified personnel are identified, vetted, and hired in compliance with government standards.
